It's also a good idea to try reset if your dimmer is unresponsive to Z-Wave commands, especially if you already gave exclusion a try without any luck.
Tap-tap-tap’n’hold the upper paddle for 10 seconds or more to reset the dimmer. The LED indicator will flash to confirm a successful reset. Just remember that hard reset will erase all custom settings and recorded activity, returning the device to factory defaults.
Once you've reset the dimmer, try including it to your Z-Wave hub again to see if that helps the issue.
